The Kilinochchi District Fisheries Coordination Committee convened on 24 June 2025 at the Kilinochchi District Secretariat, under the chairmanship of the Minister of Fisheries, Aquatic and Ocean Resources, Hon. Ramalingam Chandrasekar, with the participation of Deputy Minister Ratna Gamage.
The meeting served as a platform for an in-depth discussion on the challenges and opportunities facing the fishing communities of the Kilinochchi District.
Key discussions centered around the advancement and sustainable management of the local fisheries sector. Emphasis was placed on adopting systematic scientific approaches and practical strategies under the Ministry’s policy framework of “Sustainable Management – Quality Fish Resources”, in alignment with the national vision of “A Prosperous Country, a Beautiful Life.”
The objectives outlined included enhancing fish production, ensuring fair pricing for consumers, and improving the standard of living for those engaged in the industry—while preserving environmental sustainability.
The meeting brought together a wide range of stakeholders including the Additional Secretary to the Ministry, Kilinochchi District Government Agent, Divisional Secretaries, Sri Lanka Coast Guard, Police, environmental organizations, and representatives from leading fisheries institutions such as the Sri Lanka Fisheries Ports Corporation, Sri Lanka Fisheries Corporation, National Aquatic Resources Research and Development Agency (NARA), and National Aquaculture Development Authority (NAQDA). Also in attendance were Pradeshiya Sabha Chairmen, representatives of fisheries organizations, and members of the local fishing community.
During the discussion, Minister Ramalingam Chandrasekar highlighted that among the five districts of the Northern Province, Mannar holds primary importance for the fisheries sector, with over 40% of its population engaged in fishing as their main occupation.
“In the past, fishermen's grievances were neglected, and they were used merely as political pawns. Not even a permanent pension system was introduced for them. That era must end. Illegal fishing must be curbed, and those engaged in such activities must be educated and transitioned into legal, sustainable practices,” the Minister asserted.
He further stated that the ongoing issue of illegal encroachment by Indian fishermen must be addressed with clarity and determination.
“We are confident that the incursion of Indian fishermen into Sri Lankan waters can be entirely prevented. Diplomatic initiatives are currently underway to ensure a lasting resolution,” he added.
Speaking at the event, Deputy Minister Ratna Gamage announced significant upcoming reforms:
“Beginning July 2025, the fishermen’s pension scheme will be increased based on individual contributions. We also plan to empower women in the fisheries sector by supporting women-led fisheries organizations and expanding livelihood opportunities. Furthermore, we will take steps to strengthen cooperative societies to support the collective development of the fishing community.”
The meeting marked a key milestone in the government’s ongoing efforts to enhance marine resource governance, ensure community welfare, and promote environmentally responsible fisheries development in the Northern Province.
